Fallout New Vegas: HELP!

I need help, creating a slide for a loading screen,
I've gotten the loading screen created,
but I can't for the life of me figure out how to make it a DDL. file.

I think that is a photoshop image file, I could be wrong.

DDL = Data Definition Language

In file name just add ".DDL" but without quotes.
Exampe:
Wallpaper.DDL
