I don't understand why you can't use esp files, with Oblivion you just put them in your data folder then on starting the game just go to "data files" and tick the appriate ones, click ok.

Data Files was grey for me, couldn't click it. My HD crashed and I installed a new one so I'm waiting awhile before reinstalling Skyrim. I could use a vacation from Tamriel lol.

If your Data Files are greyed or blacked out:

• Locate the file C:\Users\{your user name}\Documents\My Games\Skyrim\SkyrimPrefs.ini
  
• Open it and search for the [Launcher] section.
  
• Add this line: "bEnableFileSelection=1" (without quotes).
  
• Then start the Skyrim launcher, the previously greyed out "Data Files" option is now available and you can select the plugin(s) that you want to use from the list.
