Looks like you're missing some textures. Make sure you have the textures for those mods loaded also. Instead of using the mod manager to load the files, sometimes they have a manual version also, check for that and make sure you've loaded everything in the package.

As far as I can see, the dds files in textures are all there. Maybe this will mean something to you, but to me it's just Russian. I can hear it, but I cant even order a pack of milk. In FOMM the load order report says this:

The problem is solved!
I downloaded Color Hi Detailed map and in the instruction it said the following:
**Check bInvalidateOlderFiles=1 in FALLOUT.INI at Fallout 3 folder in MY Documents/my games
Now I don't know if that was it, or just me clicking "file->run fallout" in FOMM instead of the usual "Launch FOSE" button, but now I can see all graphics normally like they should be and the sounds of some weapons also appear to have changed accordingly.
I cannot run the Enclave Commander anymore though, but I didn't like that anyway.

I'm glad you got it fixed Pj3r, sometimes little switches in configuration files can be the answer to really annoying problems.
