This is the New Vegas version of our Fallout 3 mod GQ Skill Books and Bobbles give SPECIAL Points ( http://gq-game-mods.blogspot.ca/2012/04/fallout-3-mod-gq-skillbooks-and-bobbles.html ).
Skill Books and Skill Magazines in your inventory count toward a point pool. At various point tiers, a SPECIAL Point is awarded. At that time, the player may also change the allocation of their SPECIAL points.
The point tiers are: 5, 15, 30, 50, 75... The Comprehension perk lets you count each book as 2 points instead of 1.
Skill Books and Magazines still function normally (and are used up as usual), but are set to 0 weight.
